This project dealed with the expanding active labour market policy which was considered within the "open method of co-ordination" (OMC) to be an important approach to reduce poverty and social exclusion in the EU member states. According to this, all National Action Plans (NAPs) of the member states include an active employment policy as an instrument against social exclusion.

The project partner assumed that poverty will not be decreased without comprehensive strategies of work integration and social policies which complement active employment policy. Some of the National Action Plans against Poverty and Social Exclusion (NAPincl.) and the National Action Plans for Employment (NAPempl.) consider regionalisation and co-operation on a local level as important conditions to develop integrative strategies to reduce long-term unemployment and poverty. The goal of the project was to develop indicators which measure design, implementation and effects of local employment policy and evaluate the effectiveness in reducing poverty. These indicators will derive from studies in Germany, Italy, Great Britain and Finland.

The project EMDELA was funded by the European Community Action Programme to Combat Social Exclusion. Zoom e.V. worked on this project in co-operation with the Justus-Liebig-University of Gießen (project leader: Prof. Adalbert Evers).
